Fly-Tipping/Anti Social Behaviour and Crime

Published: 04 January 2023

Anti-social Behaviour, general crime & Fly Tipping advice & procedures.

We are aware of fly tipping in Pooles Lane Car park. This has been reported to Rochford District Council, supported by evidence so that this can be investigated and the perpetrators be prosecuted.

There seems to be some confusion over which council or authority type is responsible for both reporting to and actioning, so we have outlined below some guidance for residents, as we all need to do our bit to report crime but it does need to be reported via the correct channels.

FLY TIPPING:
Hullbridge Parish Council is NOT responsible for clearing away Fly -Tipping. This is the responsibility of Rochford District Council who also actively seek to prosecute the perpetrators of fly tipping.
If you see any fly tipping in the area please report to Rochford District Council on 01702 546 366 as soon as possible.

ANTI SOCIAL BEHAVIOUR:
Anti Social Behaviour is a criminal offence and as such needs reporting to the proper channels which are Essex Police on 101 (ring 999 if an emergency) as well as reporting to Hullbridge Parish Council's Security contractor S-Type on 01245 931598 as soon as you possibly can. The quicker this is reported (ideally at the time) gives both the Police and S-Type Security a better chance of resolving the issue and potentially preventing more taking place.

CRIMINAL DAMAGE AND GENERAL CRIME:
Please use the same channels of reporting as Anti Social Behaviour.

KENDAL PARK NATURE RESERVE:
We are seeing an uptick in senseless criminal damage within Kendal Park Nature Reserve. Twice this week the green general rubbish bins have being vandalised, damaged and upturned and rubbish strewn across the Nature Reserve. If this continues the bins will have to be removed from the Nature Reserve as this is taking up valuable time from the Maintenance Team preventing them from carrying out other projects and responsibilities. This will be reported to both the police and S-Type Security for further action. We also noticed that a large tree branch had been deliberately ripped off from the tree trunk.

Both the police and S-Type Security cannot be everywhere 24 hours a day so we all need to do our bit and report any of the above at the time of it happening.
Essex Police have advised that the more reports that are logged with the Police improves our chances of getting more police presence. If incidents are not reported then it gives the impression to the police that a presence is not required as crime rate would be too low. We all need to do our bit.
We do hope that this clarifies the correct channels of reporting, please contact the Parish Office if you have any queries.
